The long-awaited report by Sue Gray into lockdown-breaching parties across Whitehall is only 12 pages in length, but is devastating in its summary of the culture at the heart of the British government.
Gray, a senior Whitehall official, has lambasted serious leadership failings in Downing Street, where she said coronavirus restrictions were not followed. She has interviewed more than 70 individuals and compiled a vast dossier of information.
Details of the rule breaking gatherings are scant — although Gray has revealed the existence of two previously unknown parties — and will be held back until the Metropolitan Police completes its investigation. It is unclear whether the final report will be published in full.
Gray’s interim version nonetheless raises questions for Boris Johnson and those who advised him, including whether he misled parliament about his knowledge of the parties.
