First, shape the minced mutton into walnut-sized balls and refrigerate for an hour. Now, heat oil in a pan and add cumin seeds and bay leaves. Add the onion mixture and saute till it becomes light brown. Add tomatoes, garam masala, salt, turmeric, coriander and chilli powder. Add 2 1/2 cups of water, bring to a boil over high flame, and add the meatballs. Bring to a boil, then lower the heat and leave to simmer, till the koftas are cooked. (This will take around 15-20 minutes) Serve hot. Keema ke kofte are ready!
